Citizens of Guam and CNMI are U.S. citizens, and citizens of American Samoa are U.S. nationals. Through the Compacts of Free Association, citizens of RP, FSM, and RMI have the right to travel to the U.S. without visas to maintain “habitual residence” and to pursue education and employment. The map shows three sub-regions used in this assessment and the islands that comprise the Pacific Remote Islands National Monument.
