The Second State of the Carbon Cycle Report (SOCCR2) Team Structure and Interactions. The SOCCR2 Federal Steering Committee, as a subset of the Carbon Cycle Interagency Working Group (CCIWG) under the auspices of the U.S. Global Change Research Program (USGCRP), oversaw the SOCCR2 team. The lead administrative agency was the U.S. Department of Agriculture (USDA). More than 200 governmental and non-governmental team members from the United States, Canada, and Mexico interacted iteratively during multiple drafting, reviews, revisions, and other report development processes from 2015 to 2018.
